FCC Oakdale is a Federal Correctional Complex in Allen Parish, Louisiana, built on land that was previously farmland. The complex grew in stages: FCI Oakdale I opened first, in March 1986, as a low-security institution intended to relieve overcrowding elsewhere in the federal system, and it initially held a large population of Cuban nationals connected to the 1980 Mariel boatlift. Only a year after opening, in 1987, the original facility was heavily damaged when inmates rioted and set fire to much of the institution; it was rebuilt and reopened by 1989. The complex then expanded with FCI Oakdale II and a detention center, both opening around 1990, giving the site multiple connected institutions under one administrative umbrella. More recently, Oakdale drew national attention in the spring of 2020 as the site of one of the Bureau of Prisons' deadliest COVID-19 outbreaks, with multiple inmate deaths and widespread infection among both inmates and staff, and subsequent reporting and litigation criticized how the outbreak was handled. It remains a working multi-facility complex today.
