FCI Bastrop is a federal prison for male inmates located at Camp Swift, about eight miles north of the town of Bastrop and roughly 30 miles southeast of Austin, Texas. It opened in 1979 on land that had previously served as an Army training site, and is classified as an administrative-low-security facility, with an attached minimum-security satellite camp that notably has no perimeter fence. That open design drew attention in November 2009, when two camp inmates, Leandro Luna and Adan Chavez, simply walked away from the unfenced camp — an episode later reported to have involved a stolen Bureau of Prisons vehicle before their eventual recapture, and one that highlighted the limits of trust-based minimum-security supervision. The facility was built with a rated capacity under 800 but has more typically held around 1,300 inmates in recent years, reflecting overcrowding pressures common across the federal system. Bastrop has held a mix of offenders over its more than four decades of operation, including people convicted in notable fraud and public-corruption cases.
